Where is the site?

Hallam Land Management is bringing forward an application for a parcel of land known as Harkaway within the proposed Worcestershire Parkway settlement, situated to the north-west of Worcestershire Parkway railway station.

What is on the site at present?

The site is currently undeveloped and owned by the Spetchley Estate whose focus and priority for this development is creating a positive legacy for area.

What are your proposals?

Hallam Land is seeking to deliver 1,250 homes, 26.5 hectares of employment land and associated community infrastructure and facilities.

The proposals facilitate the creation of a healthy and thriving local community within the wider Worcestershire Parkway settlement, strengthening the area as a strategically important location for residential and economic growth.

Why does Worcestershire need more homes?

The UK, and particularly Worcestershire, is in the midst of a housing crisis. Harkaway and the Worcestershire Parkway new settlement have the potential to contribute to meeting the housing needs of Wychavon District and the City of Worcester: which is the greatest generator of local housing need.
In addition, people are growing up in areas where they will be unable to afford a home if the shortage of homes is not addressed. As a result, it’s easy to see that the dream of having a place of your own to live and work risks being out of reach for a whole generation of local young families.

Without urgent action to deliver the right homes that are in the right location, this problem will only get worse. Worcestershire Parkway will help to address these needs, featuring a broad range of house sizes and tenures, including affordable homes. The site will also deliver the facilities people need for day-to-day living and recreation.

Why can’t new homes be built on brownfield sites instead?

Regenerating brownfield land is important and plays a vital role in helping to deliver new homes across the country but it would not be enough on its own to meet the country’s housing need. In order to meet the projected housing need for Worcestershire, there is a requirement to deliver new homes in a variety of locations and sites. Our plans will make an important contribution to meeting local housing need on a deliverable site. This is a site that could deliver new open market and affordable homes, alongside supporting infrastructure and employment opportunities for the benefit of new and existing residents.

Over the coming decades, Worcestershire Parkway will demonstrate how to build a sustainable settlement which makes a significant contribution to Worcestershire’s housing needs and carbon neutral ambitions. This settlement has the potential to set a national example.

Will there be affordable homes?

Yes. Affordable homes are an important part of the proposals and we will continue to work with the South Worcestershire Councils to meet their aspirations for housing. We will seek to deliver affordable housing on this scheme which will provide opportunities for young people and families in Worcestershire in the local area.

When will a planning application be submitted?

It is envisaged that an outline planning application will be submitted in the next six months. We recognise the importance of thorough and meaningful engagement which is why we want the local community to provide their input into the vision for Worcestershire Parkway at the earliest opportunity.

What will happen to the footpaths and public rights of way?

The vision for Worcestershire Parkway is centred on improving connectivity throughout the site, both to the benefit of existing and future residents of the local area. New footpaths and access to additional public rights of way will be created to support the sustainable nature of the plans.

Will Worcestershire Parkway railway station be affected by the plans?

The close proximity of the settlement to Worcestershire Parkway railway station is intrinsic to the sustainable nature of the plans. We are working hard to understand how we can best support the railway station given that sustainable travel is very much at the forefront of our vision for Worcestershire Parkway.

Are there education facilities provided as part of the plans, if so, when will they be built?

We are committed to ensuring that the necessary infrastructure is provided to support new and existing residents. We will be providing education provision in the form of a primary school and meaningful consultation with the South Worcestershire Councils will help to inform what is needed in the local area.

Are you providing any sports and leisure facilities?

We understand the importance of accessible sports and leisure facilities which promote healthy and active lifestyles and sports facilities have been included within the plans. Other facilities include a multi-purpose community centre to promote community cohesion within the new settlement. We are keen to work with local sports and leisure groups to maximise usage and benefits for new and existing residents.

The wider Worcestershire Parkway settlement will also be delivering a wide range of new sports and leisure facilities for local people to enjoy.

What are your plans to mitigate the risk of flooding?

As part of the plans, we will work with key stakeholders to explore, design and implement robust solutions to mitigate any increased flood risk. No development will be built in any part of the new settlement liable to flooding, which will be defined in a Flood Risk Assessment. This will protect residents living in Worcestershire Parkway and also ensure that the new community poses no flooding risks to surrounding existing residents.
