The delivery of a sustainable, accessible and landscape-led new community, whilst helping to meet local housing and employment needs.

Hallam Land Management is bringing forward proposals for a parcel of land at Worcestershire Parkway, in conjunction with the Spetchley Estate. The neighbourhood, known as Harkaway, will provide a mixed-use development that will deliver 1,250 new homes, 26.5 hectares of new employment land, as well as new community infrastructure to include a primary school, local centre and host of formal and informal open space facilities.

Harkaway forms part of the wider new settlement known as Worcestershire Parkway. This has been allocated for development in the South Worcestershire Development Plan Review. This is a document that has been agreed by Malvern Hills District Council, Worcester City Council and Wychavon District Council to help co-ordinate planning for the future in order to meet the long-term needs of South Worcestershire.

Ahead of submitting a planning application to Wychavon District Council we want to hear from the local community to understand their priorities and aspirations for Harkaway. Where appropriate, we will consider incorporating these views into the proposals.

Worcestershire Parkway Railway Station

Wider context

Worcestershire Parkway is a new town proposed to the south east of Worcester. It is being developed on Garden Settlement principles, meaning that upon completion in 2060 it will be a carbon neutral functioning town with an estimated population of 24,000.

The new town will be comprehensively planned and underpinned by a vibrant town centre focused on Worcestershire Parkway railway station. The new community will contain a full range of local services, employment and leisure opportunities.

The site

The site sits to the south of the Spetchley Estate and is close to Junction 7 of the M5. A small number of homes border the site’s southern edge, along Whittington Road. The name ‘Harkaway’ is a historic name related to the site.

The site is well connected, being located approximately 1km from Worcestershire Parkway railway station and benefitting from proximity to both major and minor roads.

Encouraging future residents of the development to use active travel lies at the heart of the proposals and the plans include new walking and cycling infrastructure to facilitate this. This includes pedestrian and cycle routes between the new town and the eastern edge of Worcester.

The proposals

Hallam Land Management has committed to delivering a high quality scheme. Work has been taking place in partnership with neighbouring landowners across the Worcestershire Parkway development to ensure that our site aligns with the vision set out in the South Worcestershire Development Plan Review.

As part of the emerging proposals for Harkaway, Hallam Land is looking to provide:

1,250 high-quality new homes to meet local housing need.

26.5 hectares of new employment land to support the creation of up to 1,800 jobs.

A biodiversity net gain of at least 10% which includes substantial new open green space, wildlife corridors and habitat creation.

A new multi-purpose community centre to support healthy and active lifestyles at the new community.

Connecting the site to existing rights of way and delivering substantial improvements to local cycling and walking infrastructure.

A new primary school to help meet local educational needs.
